Bayern vow to attack Atletico’s miserly defence


Javi Martinez has promised Bayern Munich will attack Atletico Madrid’s one goal advantage from the first whistle in Tuesday’s Champions League semi-final, second-leg, as two of Europe’s most miserly defences go head-to-head.

Bayern have leaked just 15 goals in 32 league games in Germany’s top flight this season, while Atletico have conceded just 16 times in their 36 La Liga matches.

Diego Simeone’s Atletico have won all of their last seven games and have not conceded a goal in the last 602 minutes.

Atletico have arrived in Munich holding a slender lead after Saul Niguez’s early solo strike in last Wednesday’s first leg sealed Madrid’s 1-0 home win.

Bayern have lost just twice in 23 previous home meetings against Spanish sides in Europe.

They have won their 11 home Champions League games since being thrashed 4-0 in Munich by Real Madrid two years ago in the semi-finals.

Bayern need at least a goal — and must stop Atletico from scoring — to keep their dreams of reaching a fourth Champions League final in seven years.

Martinez says they will be going all out at the sold-out Allianz Arena.

“We are going to attack from the first minute and we want to score an early goal,” said the Spain international.

“We know it’s going to be difficult to score against them, they defend with 11 men and are very compact, but we have one of the best attacks in Europe and we have to show patience.

“We know we have to prevent them from scoring.

“They didn’t just get to the Champions League semi-final by playing well in defence, they have great players, who like to go forward.

“Atletico have one of the strongest defence in Europe, but I think we can reach the final because I trust my team and we are strong across the board.

“We are going to have more ball and fight for the result with our fans behind us, it’ll be very different at home for us.”

Bayern coach Pep Guardiola is bidding to avoid losing to Spanish opposition in the semi-finals of the Champions League for the third year running after losing to Real, then Barcelona in his previous campaigns.

“We want possession, we want to attack and score goals, but that won’t be easy against Atletico,” said the 45-year-old, who will coach Manchester City next season.

Infantino begs wealthy UEFA to give up FIFA cash to poorer countries


Tuesday appealed to Europe’s wealthy football nations to donate money they get from the world body to poorer countries.

Each of the six regional confederations in FIFA get $5 million a year from the world body. But UEFA’s revenues from the Champions League and the European Championship make it wealthier than FIFA which earns more than $5 billion in the four years between each World Cup.

 

 “If you don’t need all this money from FIFA, give it to other associations give it to other poorer countries,” Infantinto told the UEFA congress in Budapest.

The Swiss official, who was elected FIFA leader in place of Sepp Blatter on February 26, said there has to be “a FIFA of solidarity, a FIFA of inclusiveness, a FIFA of diversity”.

Infantino has vowed to give a greater share of FIFA’s earnings to football development around the world.

Opportunity, uncertainty await champions Leicester


As Leicester City’s supporters awoke on Tuesday, fuzzy of head and bleary of eye after celebrating their fairytale Premier League triumph, the club were already entering a new sporting and financial dimension.

It is estimated that Leicester’s 5,000-1 success could be worth around £155 million ($227.5 million, 196.4 million euros) in revenue to the modest east Midlands club, up from £104.4 million for last year.

The title, the first in Leicester’s 132-year history, means Champions League football next season and access to lucrative global sports markets, but it also brings with it a dizzying change of status.

“This is going to really elevate them, at least for one season, to the next level commercially and you would expect that they’ll be able to attract commercial sponsors that previously weren’t available to them,” Tim Bridge from financial consultants Deloitte’s Sports Business Group told AFP.

“But there is a financial cost — they’ll have to invest in players in order to compete in the Champions League, they’re going to pay out financial bonuses for winning the league — so it isn’t just upsides.”

The improbability of Leicester’s achievement in winning the world’s most popular domestic football championship, a year after narrowly avoiding relegation, is laid bare by the financial statistics.

At around £57 million, their squad cost an eighth of Manchester City’s — the most expensive in the division — and their estimated wage bill of £48.5 million ranks 17th out of the Premier League’s 20 clubs.

Their ticket prices are concordantly low, with a BBC study last year revealing that Leicester’s lowest-priced £22 match-day ticket was the cheapest in the division.

They were already guaranteed a slice of the Premier League’s eye-watering new £8 billion television rights deal and Champions League participation will bring in up to £35 million, rising to around £50 million if they reach the knockout phase.

Leicester’s surge to the Premier League summit saw their Facebook page grow by 540 percent, according to sports data and marketing firm Repucom, which made it one of the fastest-growing accounts in global sport.


Worldwide television audiences, meanwhile, have grown by an estimated 23 percent.

Leicester are unsurprisingly popular in Thailand, home of owners King Power, and are now well placed to exploit the Premier League’s expansion into new commercial realms such as the United States and, in particular, China.

Claudio Ranieri’s men will get their first taste of international exposure when they tackle Barcelona and Paris Saint-Germain during the star-studded International Champions Cup friendly tournament in July and August.

But keeping their team intact will depend on the club’s success in fending off interest in players such as Jamie Vardy and Riyad Mahrez, both of whom recently signed new contracts.

“Not only do we have more money coming into the game from broadcast contracts next season, so Premier League clubs will have more money at their disposal than ever before, but you’ve also got the influence of a major tournament in the summer (Euro 2016),” said Bridge.

“Transfer activity is likely to be the highest in value terms that it has ever been. The challenge for Leicester is, how do we keep hold of those players and how do we plan for the future in a sustainable manner?”

Club vice-chairman Aiyawatt Srivaddhanaprabha, known as Top, is adamant that Leicester will not cede their stars, telling Channel 3 television in Thailand that they are “not the team that will sell players”.

Leicester may need to tweak the shrewd recruitment model that saw Vardy and Mahrez acquired for a combined fee of just £1.4 million, but Top said that the club had already contacted transfer targets.

England’s last first-time title-winners, Brian Clough’s feted 1977-78 Nottingham Forest side, famously went on to lift the European Cup in the following two seasons.

But the last unfancied team to win the title, Blackburn Rovers in 1995, collapsed to seventh in the league the following season, crashed and burned in the Champions League and were relegated four years later.

Leicester’s ability to manage the flood of commercial opportunities coming their way and resist the vultures circling above their players will go a long way towards determining which example they follow.

Industry skills: NNPC, PETAN to certify Nigerian competences

Efforts are in top gear to check the rising incidence of companies without experiences executing contracts they do not have competences for in Nigeria’s petroleum industry through certification of skills.

 

Such certifications will be done through a collaboration between the Nigerian National Petroleum Corporation, NNPC, and Petroleum Technology Association of Nigeria, PETAN.

This was disclosed by the PETAN Chairman, Mr. Bank-Anthony Okoroafor, during a press conference on the sidelines of the ongoing Offshore Technology Conference, OTC, which opened Monday, in Houston Texas.

Okoroafor said the move is also a part of the industry’s low cost strategies to deliver quality services, adding that “without the PETAN seal of quality and competence the industry cannot move forward.”

He argued that, “With this low oil price regime, we don’t want people to be making mistakes at the job sites, so the PETAN seal of quality and competence is to make sure that when you say you are a service provider, you have competence in terms of services; you have competence in terms of personnel and you can deliver that service satisfactorily with the highest level of safety, quality and quantity.”

Explaining the rationale behind the proposed skills certification, Okoroafor said: “PETAN came up with this seal of competence and quality as a way of qualifying service providers in-country because with the cash squeeze, access to capital is to tight, investments are low, projects are being deferred.

“So the best way to move the industry forward to is to make sure that competent Nigerians are doing the services to ensure that the little reserves we have in terms of foreign exchange are not taken offshore, but are being retained in-country to create jobs for our teeming population.”

Certification objective

Okoroafor also said that the main objective of the skills certification is to ensure that: “We leverage on proven Nigerian companies in terms of services. We are not asking for patronage; and we don’t want patronage. We just want the proven and competent Nigerian companies to be given the jobs to do. When you have competent Nigerian companies who can do the job but you give the jobs out then it is criminal.

“In PETAN, we have companies that can deliver values from the wellheads to the tank farms and the entire value chain. So we are not lacking in capacity or capability, it is our responsibility to ensure jobs are given to proven in-country capabilities and capacities because the days of giving contracts to briefcase companies are over.

“Once this happens, it will translate to a lot of jobs creation for our teaming population, it will create a lot of entrepreneurs in-country and that is the best way to fast track development in Nigeria.”
He argued further that “PETAN members are very serious companies, who borrowed money, trained personnel, bought equipment and we will keep on pushing the bars, which is why PETAN is embarking on certifying companies in Nigeria.

“So once you have the PETAN seal, you can work anywhere in the world because you will meet all international standards to deliver that service – whether logging, engineering, fabrication, pipelines, seismic etc. once you have that seal, you can deliver that service.”
Criteria for certification

Okoroafor explained that the criteria for the seal of certification are being worked out between National Petroleum Investments Management Services, NAPIMS, the investments arm of the NNPC and PETAN.

“We are going to publish the criteria for all to see. For instance, if you are delivering wire logging, the criteria for certification will be for equipment, personnel. So the issue of briefcase companies winning contracts they never bided for is over,” he said.

He added that NAPIMS is desirous to grow in-country capacity, “but to grow the right capacities with proven Nigerian companies.”

FG fails to produce Dasuki in court for trial


The Federal Government failed today to produce former National Security Adviser, Colonel Sambo Dasuki before a Federal Capital Territory High Court in Abuja for trial in corruption charges brought against him by the government.

Although the witnesses in the case were assembled by the Economic and Financial Crimes Commission (EFCC) in court, the trial was scuttled by the failure of the Department of State Security Services (DSS) to release Dasuki to EFCC for the trial.

At the resumed of the case, counsel to the EFCC Mr Oluwaleke Atolagbe informed Justice Baba Yusuf that he had made serious efforts through the EFCC to contact the DSS to produce the first defendant in court and regretted that as at the time the court was sitting his efforts did not yield fruitful result.

The counsel informed the court that there was no indication that the former NSA would be brought to court for the trial even though the witnesses are in court and that also Mr. Rotimi Jacob (SAN) who was supposed to be the lead prosecution counsel was at the Court of Appeal for a different matter.

Atolagbe appealed that the matter be stood down pending the arrival of Mr. Jacob in Court to come and shed more light on the absence of Dasuki.

However, Counsel to Salisu Shuaib, a former Director of Finance ONSA, Chief Akin Olujimi said that the coming into court of Jacob would be inconsequential in the absence of the first defendant (Dasuki).

Olujimi, a former Attorney General of the Federation and Justice Minister, told the court that the prosecution had failed to produce the defendant in court and ought to admit that and asked for adjournment. The SAN informed Justice Baba Yusuf that it is settled in law that trial cannot go ahead in the absence of the defendant and prayed the Judge to grant adjournment to the prosecution to enable them take steps to produce Dasuki in Court on the adjourned date.

Olujimi also asked the court to issue a stern warning to the prosecution to be serious in the trial and to ensure that Dasuki is produced in court at all stages of the trial as demanded by law.

In his own submission, counsel to Aminu Baba-Kusa, aformer Executive at NNPC, Mr Solomon Umor informed Justice Baba Yusuf that “ordinarily the prosecution ought to apply for a bench warrant against Dasuki for a failure to appear in court for trial but noted that in the instance case, the prosecution would not do so because they are the one responsible for the absence of Dasuki because of his unwarranted detention.

“Lets the truth be told here that it is the Federal Government that is frustrating this trial because it wants to eat its cake and have it at the same time. By this I mean the government wanted the first defendant tried for criminal matter and yet it was not ready to allow the defendant have access to his lawyers or even to court to face that trial

“I would have asked that the defendants in this case be discharged and allow to go home pending the time the prosecution would get serious for their trial. But I will reluctantly concede to one more adjournment be granted to the prosecution.

“Let me say that this adjournment should go with stern warning to the prosecution should not come before this court with another story because the defendants must not be held to ransom by the unwilling prosecution.”

In his ruling, Justice Baba Yusuf said that that it was the responsibility of the prosecution to produce the defendant in court as required by law but regretted that the prosecution has unfortunately abdicated this responsibility today as far as this case is concerned.

However, the Judge said because the conduct of the prosecution had been good in the past, he granted an adjournment of the trial till May 23, 2016.

I was framed by the military, says alleged killer of Gen Shuwa

 The 35 years old suspected mastermind of General Mamam Shuwa death, Mohammed Sani Nafiu has declared that he was framed by the military.

Nafiu who was paraded by military in Kano Tuesday told newsmen that he knows nothing about the planning and assassination of the civil war hero.

Looking calm and steady, the high profile suspect who spoke in Hausa without mincing words said “I don’t know anything about General Shuwa’s death”

   

The Boko Haram kingpin was arrested by the military at Hotoro General area of Kano municipal and a GSM and a total sum of three hundred naira was recovered from him.

However, a senior military officer told Journalists shortly after a brief encounter with the suspects to disregard his stand.

The senior who do not want his name in print said that ” the suspects is a pathological liar, what we know of him was different from the picture he tried to paint before the world”

According to him “immediately after General Shuwa was martyr, this suspect relocated from his country home and his arrest was a product of sustained intelligence operation”.

Leicester ‘will not sell’ stars, vow Thai owners


Leicester City’s Thai owners vowed Tuesday to resist any pressure to sell the much-coveted stars who have propelled them to an unlikely English Premier League victory.

Star striker Jamie Vardy, fleet-footed winger Riyad Mahrez and midfield enforcer N’Golo Kante have caught the eye with outstanding displays and would likely command massive transfer fees if sold.

But speaking to Thai television, club vice-chairman Aiyawatt Srivaddhanaprabha said the Midlands outfit was under no pressure to sell — and had in fact already contacted a number of potential new recruits.

“Leicester is not the team that will sell players — as I said on the first day… we want to create a foundation of the team. They have grown together,” Top, as he is better known, told Channel 3 television.

“All players want to stay and want to see how far the team can go… everyone is happy.”

Top’s billionaire father Vichai Srivaddhanaprabha bought the club in 2010 with cash from his wildly successful duty-free business, King Power.

The team defied 5000-1 odds to win the Premier League on Monday night, after second-placed Spurs failed to win at Chelsea.

The Foxes Thai owners have since been lavished with praise for their savvy handling of the club’s financial and personnel affairs — including the summer replacement of sacked manager Nigel Pearson with Claudio Ranieri.

“We plan six months in advance,” Top added. “We plan on buying players six months in advance and have contacted some already.”

As well as holding the vice-chairmanship, Top carries out media duties for his father Vichai.

The club’s balance sheet is set to be boosted by tens of millions of pounds for winning the league, while their marketing and merchandising potential will also surge.

Next year they can also draw on their share of the the record $7 billion television rights deal to reinforce the squad and cover the inevitable pay rises.

Bale seeks to seal Real resurgence on biggest stage


A year ago as Gareth Bale sneaked out the side exit to Real Madrid’s Santiago Bernabeu stadium he was engulfed by cat calls and insults by his own fans.

They were infuriated at his inability to take a slew of chances as Madrid bowed out of the Champions League semi-finals to Juventus.

Twelve months on, Bale is the man fit and in form as Real looked to seal their place in a 14th European Cup final on Wednesday when Manchester City visit the Bernabeu with their semi-final delicately poised a 0-0 after the first leg.

Bale has stood up to be counted in the absence of injured three-time World Player of the Year Cristiano Ronaldo in recent weeks to keep Madrid’s hopes of a La Liga and Champions League double alive.

For the first time in his three years in Madrid, the Welshman has stamped his authority on the side to demonstrate he could prove to be Ronaldo’s successor as top dog at the Bernabeu as president Florentino Perez hoped when shelling out over 100 million euros ($114 million) to secure his services from Tottenham Hotspur.

By Bale’s own admission, his second season in the Spanish capital was one to forget as Madrid ended the campaign without a major trophy having promised so much during a 22-game winning run from September to January.

“Maybe last season I didn’t play to anywhere near to my potential,” he said recently.

“It’s good to have a bad season, you really do learn a lot about yourself and I feel this season I took last season on board.

“I understand the game a lot more over here and hopefully there is a lot still more to come in the future.”

Bale has already experienced Champions League glory, scoring in the final against local rivals Atletico Madrid to deliver Real’s treasured “La Decima” – a 10th European Cup.

Yet, even that didn’t shield the 26-year-old from the criticism that followed last season.

Bale has often struggled to adapt to his surroundings in the Spanish capital and the pressure that comes with being the world’s most expensive player.

He has yet to speak to the media in Spanish, although he claims to be able to make himself understood in the dressing room.

Ex-FBI agent admits stealing $136,000 for sports cars, cosmetic surgery


A former FBI agent on Monday admitted to stealing more than $136,000 in drug money which he used to pay for a pair of sports cars and his wife's cosmetic surgery, authorities said.

Scott M. Bowman, once assigned to the bureau's Los Angeles field office, also admitted to filing false reports and to tampering with a witness in attempt to cover his tracks, according to federal prosecutors.
Bowman, 45, pleaded guilty to the charges before U.S. District Judge Jesus G. Bernal. He is scheduled to be sentenced August 15, according to a Justice Department news release.
Bowman's attorney, James Spertus, said his client accepted full responsibility for his crimes.
"Mr. Bowman has paid a heavy price for his errors in judgment," the lawyer said.
Money came from gang task force probe
Bowman, a 10-year-veteran of the FBI, stole money seized during the execution of search warrants in the summer of 2014 when he worked on a gang task force based in San Bernardino, east of Los Angeles, according to prosecutors.
Following the thefts, Bowman submitted false reports, forged a signature and asked a local police officer assigned to the task force to lie for him if questioned by investigators.
He spent more than $43,000 on a Dodge Challenger, $27,500 on a Scion FRS and another $26,612 to outfit the cars with new speakers, rims and tires. The surgery for his wife cost $15,000, according to prosecutors.
One criminal case dismissed
In the wake of Bowman's arrest, at least one criminal case he worked on as an agent was dismissed. It was not immediately clear what impact, if any, his guilty plea may have on other cases.
James Struyk, acting director in charge of the FBI in Los Angeles, said in a statement that the FBI reported Bowman to the Justice Department's inspector general once learning of his misconduct.
"As Mr. Bowman takes responsibility for his actions by pleading guilty," Struyk said, "the public should be reminded that FBI personnel are held to the highest standards and misconduct of any kind is taken very seriously."

Brazil blocks WhatsApp


A regional judge on Monday ordered all telephone operators in Brazil to block WhatsApp, the popular messaging app owned by Facebook, for failing to turn over data as part of an ongoing drug trafficking investigation.

Starting about 2 p.m., the app ceased to function, a move sure to frustrate and anger Brazilians who use the messaging and free-calling functions regularly.
According to the Sergipe state tribunal's website, the app will be blocked for 72 hours.
Jan Koum, CEO and co-founder of the messaging service, posted a statement on his Facebook page in response to the blocking:
"Yet again millions of innocent Brazilians are being punished because a court wants WhatsApp to turn over information we repeatedly said we don't have," it said. "Not only do we encrypt messages end-to-end on WhatsApp to keep people's information safe and secure, we also don't keep your chat history on our servers. When you send an end-to-end encrypted message, no one else can read it -- not even us."
This is not the first time WhatsApp has been targeted by judges. In March, the vice president of Facebook Latin America was detained after authorities said Facebook refused to release data from WhatsApp in the interest of protecting its users.
Last December, a Sao Paulo state judge blocked the service for 48 hours after WhatsApp failed to respond to two court orders "in a criminal investigation."
Facebook has not commented.

May Day: Your welfare remains our priority, Umahi tells workers


GOVERNOR David Umahi of Ebonyi State, weekend, assured workers in the state that their welfare would remain the priority of the present administration.

Represented by his deputy, Dr. Kelechi Igwe, the governor pledged that every promise made to workers by the present government at one point or the other must be fulfilled.

He noted that the diverse concerns raised by the workers would be looked into with a view to resolving them.

 

Meantime, the workers expressed their determination for improved welfare packages.

The workers made their feelings known in a joint address of the Nigerian Labour Congress,NLC, and Trade Union Congress,TUC, as read by the state Chairman of NLC, Comrade Ikechukwu Nwafor in this year’s Workers’ Day celebration at Ebonyi State Township Stadium, Abakaliki.

“Your Excellency, you would recall that the overwhelming support of the civil/public servants of Ebonyi, you were promoted from Deputy Governor to Executive Governor in May 2015.

Since then, we have been looking forward to our members’ deserved promotions which became due in January,2015, but to no avail,” the workers lamented.

The workers, therefore, demanded for the immediate release of the 2015 promotion results while sincere efforts should commence for the 2015 promotion exercise.

They accused the Governor of sacking the workers of the defunct Ebonyi State Environment Protection Agency barely 13 days after a statewide broadcast made repeated assurances of not disengaging any worker in the state employ.

The workers, however, called on the governor to reverse the decision and re-instate the sacked workers into state workforce.

They described as unacceptable the situation where Chairman and the members of state Civil Service Commission seem not to know their responsibility and functions and expectations of workers and maintained that any top public servant who sleeps on his or her duties shall be opposed with an organized protest.

They accused the Governor of sacking the workers of the defunct Ebonyi State Environment Protection Agency barely 13 days after in a statewide broadcast made repeated assurance not to disengage any worker under the state employ.

The workers however, called on the Governor to reverse the decision and reinstate and absorb the sacked workers into state workforce.

They also demanded that arrears  of pensions and gratuities, delay in the payment of monthly pensions and absence of State Pension Board should be addressed.

The workers called on the state government to effect the salary structure of the Judiciary Staff Union of Nigeria in Ebonyi state as well as the implementation of the collective agreement entered with the union in the month of February,2015 in respect of enforcement of the Federal High Court judgment on financial autonomy of the judiciary with extant provisions of section 121 (3) of the 1999 constitution.

Among the array of concerns raised by workers against the Governor and government of Ebonyi state, they never failed to ask the Governor to fulfill his 2015 electioneering campaign promise to workers of implementation of the 100 percent minimum wage salary across board if elected as according to them “promise is a debt and the you made the promise without any condition.

New minimum wage: how realistic?


This year’s May Day activities in Nigeria were marked with the Nigerian Labour Congress (NLC) and the Trade Unions Congress (TUC) jointly tabling a demand for the upward review of the national minimum wage from N18,000 to N56,000. A rival faction of the NLC led by Comrade Joe Ajaero simultaneously demanded N90,000.

Labour hinges its demands, despite the parlous state of the economy, on the grounds that a minimum wage review is long overdue. They grumble over the steep rises in the costs of electricity, petroleum products, food items and the general inflationary trends in the economy in the past one year.

These came at a time the 36 governors had just visited President Muhammadu Buhari in Abuja asking for another lifeline, the second within ten months. It will be recalled that President Buhari yielded to pressure from the governors and approved a N804.7 billion bailout, which was released by the Central Bank of Nigeria (CBN) in September 2015.

But in November 2015, barely two months after the bailout, the governors, through the Chairman of the Nigerian Governors’ Forum, Alhaji  Abdulaziz Yari of Zamfara State, announced that with 24 states unable to pay salaries, they could no longer pay even the N18,000 minimum wage.

The stage is set for a prolonged and protracted Labour dispute, which will surely worsen the state of the economy.

Labour groups lament that the Federal Government as well as the state Chief Executives have continued to live large in spite of the economic crunch. They have continued to maintain large retinues of political appointees, moving around in chartered aircraft and generally refusing to limit public spending. They argue that if the government cuts down on excesses there would be enough to go round.

Though we regret  the refusal of the Presidency, governors and the legislative arms of government to trim down their overheads and lifestyle, we are convinced that this alone will not release enough funds to finance a new minimum wage. The challenge staring us in the face requires something far more radical and profound.

The Federal and State governments are going bankrupt because an over-centralised economy that depends on oil as the major foreign exchange earner has become unsustainable. Even if oil prices rebound to the historic levels of 2012/2013, the problem will only hide for a while until the prices crash again.

It is time to restructure and adopt fiscal federalism. We should transfer the power to manage the economy from the Federal Government to the federating units, which will pay taxes to the Centre. We should also re-examine the hugely expensive Presidential system of governance.

Unless  something dramatic is done about the economy,we might be facing  a system implosion.

Vacate our land, Delta community tells Fulani herdsmen

THE people of Obiaruku community, Ukwani Local Government Area, Delta State, have told Fulani herdsmen to vacate their land following incessant violent attacks on their indigenes by the herdsmen.

 

Eight residents of the community were held hostage by Fulani herdsmen in a farmland for over seven hours on April 26, 2016, a development that caused panic in the community.

Speaking, yesterday, on the resolution of the community, its Youth Leader, Mr Chika Uwabuofu, said: “After they (Fulani herdsmen) released our people, the next day, the Delta State Committee on Conflict Resolution, Chairman of Ukwani council, our community leaders, vigilante group members and representatives of the Fulani herdsmen met.

“At that meeting, we told them that we want Fulani herdsmen to leave our land and we were told to come up with a resolution and another meeting was fixed for Friday. On that day, the Fulani people failed to attend the meeting.

“As a community, we resolved that Fulani herdsmen carrying out grazing activities on our land must leave so that our farmers can go back to their farms freely without any harassment. We resolved that no cow must go across River Ethiope to graze.

“Today (yesterday) we sent our vigilante members to the bush to search, but for now, they are no longer there. We are appealing to the state and federal governments to pay compensation to our farmers whose farm produce had been destroyed by the herdsmen. We also thank the state government and our council chairman for all they have done to restore peace to the community.”

Bonga Oil Spills: FG institutes N1.3trn suit against Shell


The Federal Government has dragged Shell Nigeria Exploration and Production Company before a Federal High Court sitting in Abuja, claiming N1.3 trillion against the oil firm for the December 20, 2011, Bonga oil spills, which created ecological and environmental challenges for coastal communities in Delta and Bayelsa states.

The suit is protecting the interest of fishermen and persons, numbering about 285,000 from 350 communities and satellite villages, affected by the Bonga crude oil spillage.

The government, in the suit, is demanding N884 billion as compensation for the oil spill that destroyed the affected communities.

   

Nigerian government is also demanding another N495 billion as restitution and restoration of the devastation of the economic zone of the Nigeria territorial waters and N50 million as cost of the legal action.

Co-defendants in suit are Shell Petroleum N.V, B.V Netherlands International Indusrie-E Handel Maatschappij, Shell Transport and Trading Company Plc, and Royal Dutch Shell Plc, who are all allied companies of Shell Nigeria Exploration and Production Company.

In an affidavit sworn to by a Deputy Director, Oil Field Assessment Department of National Oil Spill Detection and Response Agency, NOSDRA, Mr. Akindele Olubunmi in the suit, counsel to the plaintiffs, Awosika Adekunle, averred that he had the consent and the authority of President Muhammadu Buhari, Mr A. Malam (SAN), Attorney General of the Federation and Director General of NOSDRA, to depose to this affidavit.

He stated that the plaintiffs brought the suit for themselves in relation to damage and devastation done to the exclusive economic zone, ecosystem, marine life, and the environment caused by Bonga crude oil spills of December 20, 2011.

Meanwhile, based on an application by plaintiffs’ counsel, Mr Dada Awosika, seeking the order of the court to serve court process on four of the defendants who are based outside the country, the trial judge, Justice Binta Nyako, while adjourning the case to June 6 for mention, ordered that all the court process in the case be served on Shell Petroleum N.V, B.V Netherlands International indusrie-e handel Maatschappij, the Royal Transcorp and Trading Company Plc and Royal Dutch Plc.

4th Mainland Bridge: Lagos may sign MOU with consultants this month

MEMORANDUM of Understanding (MOU) for the take off of the construction of the 4th Mainland Bridge, Lagos may be signed this month, according to Lagos state commissioner for Works and Infrastructure, Ganiyu Johnson, an engineer.

 

Johnson who made the disclosure while rendering the account of his ministry’s stewardship in the last one year to mark the first anniversary of governor Akinwunmi Ambode’s administration in the state, said the state had already held discussions with a consortium of consultants in furtherance of the project, pointing out that an MOU for the take off of the project is expected to be signed before the end of May 2016. He did not disclose the names of the consultants however.

The commissioner who said that various alignments had been proposed by the consultants for consideration, added that a preferred alignment has also been proposed as most ideal, as less compensations would be paid by the government compared to the first proposed alignment under Fashola administration.

Justifying the need for the project, he stated that proposals for the construction of the bridge were hinged on the need to solve the perennial traffic gridlock observed on a daily basis by commuters on the 3rd Mainland Bridge, pointing out that the new bridge would serve as an alternative route to solve the incessant traffic congestions within Victoria Island and Eti-Osa/Lekki-Epe corridor as well as help redistribute traffic efficiently.

According to him, when the bridge is constructed, it would drastically reduce traffic volume on Eko, Cater and Third Mainland Bridges. “Besides, it would act as outer ring road for conveying of goods from the Free Trade Zone, Fertilizer plant, Deep seaport, Dangote oil refinery and the proposed airport.

“The proposed 4th Mainland Bridge traverses from Ajah to North West direction towards the Lagoon shoreline to Lagos-Ibadan Expressway through Ikorodu. The approximate length of the bridge is 37.9 kilometres (km) with a design speed of 140km per hour. With the new alignment designed for the construction of the bridge, 2,200 houses would be saved from demolition.

“The old alignment for the bridge was to claim over 3,000 houses which would mean huge economic losses to the government. With the new design, about 800 houses will now be affected and affected owners will be compensated by the government”, he said.

The commissioner while commenting on Lagos/Badagry Expressway project, attributed the delay on the ongoing work on the expressway to paucity of funds, adding that Julius Berger, which is handling the Lot I between Eric Moore to Mile 2, would finish the median lanes and hand over the facility by August this year while CCECC to which the Lot II has been awarded will continue construction in phases towards Agbara.

He also disclosed that the state government has initiated a study to upgrade the network of roads in Ikeja to improve and boost the economic standing of the city to word-class standard commensurate with other capital cities.

The upgrade, he said would include the expansion of Awolowo Way with an elevated highway from the Airport Hotel to Alausa to decongest the traffic gridlock along Allen Roundabout, Kudirat Abiola Roundabout and Agidingbi Roundabout.

“There will also be an expansion of the Allen/Opebi Road to Odo Iya-Alaro via a link bridge at Ogudu to the 3rd Mainland Bridge. These networks of roads when upgraded will boost the economic activities in Ikeja being the seat of government”, Johnson noted.

Herdsmen kill royal father, nephew in Kaduna

GUNMEN, suspected to be Fulani herdsmen, on Sunday night, assassinated the District Head of Fadan Karshi, a busy commercial town in Sanga Local Government Area, southern part of Kaduna State.


   

The murdered District Head, Mr. Bala Madaki, 66, was killed alongside his nephew, Emmanuel Tanko.

According to a community leader in the area, Pastor Mike Makarfi, the violence took place around 10:30pm Sunday night.

He said: “It was very hot last night (Sunday night) and people were sleeping outside. Around 10 p.m., the chief moved into his house with his family. Then some gunmen who our people said were Fulani, stormed his compound and started shooting.

“They went into his room and shot him point blank. They also shot a small boy, Emmanuel Tanko, who was writing his final year secondary school exams. The boy was the nephew of the late chief.

“Right now, Fadan Karshi is deserted. Shops and service centres are shut. People are either staying indoors or are leaving town. No one knows what is coming next.

“Police are patrolling the streets, but I am not sure if they have any clue about the murderers. I want you to recall that this was the District Head that received former Governor Mukhtar Yero on September 22, 2014, when our women protested half naked because of the scale of killings by Fulani going on at that time.

“Today, the type of killings going on are those of isolated people. Cattle are also grazing freely on people’s farms in these areas of Sanga and people are afraid to do anything about it. Now they are targeting people and eliminating them.

“What people are saying about the killings of our district head is that he may have been killed by Fulani who have a grudge against him and this community.

“In May, 2014, some Fulani armed men invaded the police station here and seven people were killed. As they were escaping, two were killed in an exchange of gunfire between them and the Police.

“The Fulani Association later petitioned the then National Security Adviser, Col. Sambo Dasuki (retd) and copied the governor. They said that our late District head should be arrested, dethroned and prosecuted for the death of the two Fulani. We still have a copy of the petition. We suspect that his death may be connected to that incident.

“This is unfortunate, because in the past one week, we have had some respite, just for the violence to turn this way,” he said.

The Kaduna State Police spokesman, DSP Zubairu Abubakar, told BLOGNEWS that he was aware of the incident, but that he was waiting for the DPO from Karshi to furnish him with details.

“I don’t have the details yet. When I do, I will surely give you,” he told BLOGNEWS

However, at press time, he was yet to come up with any 
Information.

Disarm herdsmen now — Audu Ogbe

Meanwhile, Minister of Agriculture, Chief Audu Ogbe, has said that the most potent strategy to end incessant attacks by herdsmen on farmers and other rural dwellers was for the military, police and other security agencies to immediately disarm them.

This came as Deputy Senate President, Ike Ekweremadu, said the National Assembly would not support the creation of grazing reserves anywhere in the country, noting also that there was no grazing bill before either arm of the National Assembly.

Speaking exclusively to BLOGNEWS in Abuja, weekend, the minister said no other strategy would end the attacks, if the herdsmen were allowed to go about armed, with impunity.

According to him, herdsmen go about with automatic weapons and the nation’s security agencies must go after them wherever they are and take away the arms.

Tackling the challenge

On how to tackle the challenge of the widespread attacks by herdsmen, the minister said: “It is very difficult now. One thing I am going to suggest, which we are putting into writing to Mr. President, is that we must disarm all herdsmen.

“The army and the police should find them wherever they are now and take all the guns from them, as the first step. They carry these AK-47s on their shoulders, they tie them around the bellies of the cows. They must be disarmed immediately.”

He noted that the problem between herdsmen and farmers was more complex than it appeared, adding that only a well-designed government policy could bring it to an end as it had spread from as far as Zamfara, Katsina and Kaduna in the far North to the North Central states of Plateau, Nasarawa, Benue and now to the Southern states of Enugu, Edo, Oyo, Ogun and others.

Blames community leaders

Ogbe said community leaders often add to the complexities of the herdsmen/farmers clashes as some of them collect money and cows from Fulanis and enter into land acquisition agreements with them, which often turn awry and end in violence.

His words: “Communities sometimes play a role in this. Sometimes community leaders see herdsmen arrive and the local chiefs collect money, collect cows and tell them to go on grazing and when they wander onto people’s farms and troubles start, such community leaders go into hiding or go silent and the Fulanis bring out a receipt of the agreement they have with these chiefs, claiming that they bought the land for grazing.

“It is all very complicated but the President has given instructions that the army and police should find them and neutralise them, which is the first step.”

FG to check influx of foreign herdsmen

Ogbe, who is considered a key member of President Muhammadu Buhari’s cabinet, argued that the escalating attacks on villagers by Fulanis was a recent development and that Nigerian Fulanis were not known to usually attack host communities. Consequently, he said the Federal Government would take practical steps to check the influx of foreign herdsmen into the country.

His words: “The Fulanis we knew never attacked any farmer, it is a rather recent phenomenon and they have done killings in Zamfara, Katsina, Kaduna, Plateau Enugu, Ondo, Ogun and Benue.

“After disarming the herdsmen, the next step is to shut our borders from entry of cattle from foreign countries into ours.”

5,000 hectares already acquired for ranching

Responding to calls for grazing reserves, grazing routes or ranching as a way out of the current violence, the minister said the only viable option open to the nation’s cattle business was ranching.

“The question is the (grazing) route is a passage leading to where? To grassland or to someone’s farm? Grazing routes are not the issues; ranching, yes, on the scale we are talking about now, spread across many states.

“We have already acquired 5,000 hectares of land from nine states. We wrote and the governors gave us land but we have to farm them out to private sector investors who will prepare the land and make sure they can harvest grass six to seven times a year, dry or rainy season, and the cows have fresh grass to eat.”

He argued that the nation’s cattle were about the worst cared for and could not, therefore, give optimum yield in terms of milk and beef because of movement from place to place in search of food and water.

The Buhari administration’s plan, he revealed, was to see that the cattle and herdsmen were saved from having to go about looking for food and water by keeping them in ranches, provide water boreholes and earth dams to ensure the cattle produced more milk and more beef for the nation.

Rice up-scaling programme

He also outlined the rice up-scaling programme and other agricultural produce, with a view to achieving self-sufficiency, save foreign exchange and even export to other countries of the world.

The minister said Nigeria currently fed many African countries and had no other option but to significantly increase food production.

He said:  “We consume seven million tonnes of rice annually. A million tonnes will fill up 33, 334 trailers. You need to put this into figures for people to know what a million tonne amounts to. 33, 334 trailers of 30 tonnes each multiplied by seven.

‘’One million tonnes loaded in trailers will stretch 495 kilometres which is Lagos-Benin but that isn’t all.

“We are also feeding Sudan, sometimes Libya, Chad, Mauritania, Mali and Burkina Faso. They come to buy from Nigeria and recently we had a request of 37,000 tonnes of maize from Central African Republic because there was a drought there.’’

No grazing reserve bill anywhere — Ekweremadu

Meanwhile, Deputy Senate President, Ike Ekweremadu, has said the National Assembly will not support the creation of grazing reserves anywhere in the country. Addressing journalists on Sunday after a meeting of the South East governors and stakeholders in Enugu, Ekweremadu said there was no bill on the creation of grazing reserves before the National Assembly.

He said the purported bill for the creation of grazing reserves was a “hoax,” urging the press to stop such rumours.

He said: “There is no such proposal or bill on the creation of grazing reserves, either in the Senate or House of Representatives. Nobody is considering it; not even at the executive level. I do not think they are considering it but we will not support it, even if it has been considered.”

Ekweremadu said the meeting was convened in reaction to the attacks on the people of Uzo-Uwani by suspected herdsmen. He said the meeting reviewed all that happened since then and thanked all stakeholders who had shown sympathy to victims of the attack.

In the men’s singles, home-boy, Aruna Quadri will have his hand full when he battles against top players from Europe as well his Egyptian rivals. Thrilled by the turnout of players for this year’s tournament, Tournament Director, Ranti Olajide said this once again confirmed the importance players across the world now attached to the championship.

“As the highest prize money in the Challenge Series of the ITTF World Tour, more players are now willing to be part of the competition in Lagos. Apart from aiming to share from the prize money, they intend to use the championship to amass points for their world ranking as well as qualify for the end-of-year ITTF World Tour Finals.”

We are indeed excited about the turnout and we hope this year will be more competitive and glamorous based on the quality of the players coming to Lagos,” Olajide said.

Over 122 players across the globe have been listed for the  tournament scheduled for May 18 to 22 at the Molade Okoya-Thomas Hall of Teslim Balogun Stadium.

Officials from Egypt and Algeria will handle proceedings at the five-day tournament  which is the highest prize money ITTF World in the 2016 Challenge Series, with $46,000 (N13.8m) at stake.

Six events are to be competed for and these include singles (men and women); doubles (men and women) as well as U-21 boys and girls. According to the prospectus for the tournament, any player  entering for the tournament will agree to abide by all ITTF rules and by the rules and regulations of the Organizing Committee.

Leicester boss, Ranieri makes emotional phone call to thank Chelsea

 

An emotional Claudio Ranieri called Chelsea boss Guus Hiddink after their 2-2 draw against Tottenham Hotspur on Monday which sealed the title for Leicester City.

Ranieri, 64, was manager of Chelsea from 2000-2004 and was a fan favorite at Stamford Bridge despite never winning a trophy. He was replaced by Jose Mourinho in 2004 but has remained in the hearts of Chelsea’s fans ever since.

The amiable Italian is a charming individual, a grandfather figure to most, and one Chelsea fan held up a sign which simply said: “Do it for Ranieri” and Chelsea fans sung his name and “Leicester, Champions!” as they reveled in Tottenham’s demise at the final whistle.

They won the league for Ranieri, as Chelsea rallied from 2-0 down to draw 2-2 with Eden Hazard‘s stunning late goal sealing the title for Leicester.

Chelsea’s old boss flew back to Italy on Monday to spend time with his 96-year-old mother and on his return to Leicester and England he will lauded as a hero. His team will go down in history and so will he.

Here’s what Hiddink had to say on his phone call with Ranieri.

“Just after the final whistle, a few minutes after the judo, I got a call from Ranieri. He thanked us especially for what we did in the second half and I congratulated him for being champions. They deserved it, it may be a bit of a shock for the established clubs that they did so well. They didn’t implode, there was no tension when they started smelling the title.

“I didn’t see any tears because it was not a Facetime conversation but his voice was trembling a bit. He said five times thanks. His emotion was going up.”

“I never expected this when I arrived. I’m a pragmatic man, I just wanted to win match after match and help my players to improve week after week. Never did I think too much about where it would take us.

“The players have been fantastic. Their focus, their determination, their spirit has made this possible. Every game they fight for each other and I love to see this in my players. They deserve to be champions.”

CBN’s anti-inflation policy sucks N663bn from banks


With the reversal of its monetary policy easing previous month Central Bank of Nigeria, CBN, has deployed monetary instruments freezing about N663 billion in the last one month even as the apex bank is set to mop up additional funds from the banks this week.

The apex bank’s Monetary Policy Committee, at its second meeting this year held in March, voted to review the monetary policy rate, MPR, upward from 11 per cent to 12 per cent.

It also increased the cash reserve ratio, CRR, upward from 20 per cent to 22.5 per cent, while maintaining the liquidity ratio at 30 per cent

The measures were aimed at curbing inflationary pressure which has been attributed to high liquidity in the financial system.

CBN also hoped to curtail huge demands for foreign exchange at its weekly bidding by suppressing liquidity levels in the banks.

The new policy direction took full effect in April with resumption of the Open Market Operation, OMO, and other treasury bills auctions which sucked up N390 billion in the first two weeks sending interbank interest rates and yields upwards.

Though, the apex bank have applied the mop-up measures in line with cash inflows in the banking system, total inflow so far is N270.4 billion in form of maturing OMO funds, leaving a negative flow of N392.6 billion.

This negative flow, however, appears to have been cushioned by inflow of N299.7 billion from the Federation Account Allocation Committee, FAAC.

Though the banking industry is expecting N150.6 billion inflow tomorrow, industry operators are also expecting more CBN instrument to mop it up.

2016 budget: NASS slashes padding from N500bn to N75bn

President Muhammadu Buhari is warming up to receive a reworked copy of the 2016 budget any time this week from the National Assembly following the agreement by the lawmakers to remove most of the unbudgeted items they introduced into the fiscal document for pecuniary gains.

 

The source said that given the furore that had attended the budget, the National Assembly Committee on Appropriation and Finance had opted to drop its tough stance against the Presidency and remove the vexatious issues that made President Buhari to reject the budget.

A top source close to the budget document told Vanguard that the lawmakers had agreed to expunge all the illegal projects estimated at about N500 billion, which they inserted into the document for the President’s assent.

The source said that the lawmakers had since read the body language of the President that he is not going to shift his grounds as far as the budget is concerned and had decided to remove the vexatious areas to allow peace to reign in the interest of Nigerians.

Under the new arrangement, the lawmakers are willing to slash N500 billion which they illegally transferred from key national projects to ‘constituency projects’ to a more reasonable and tolerable N75 billion.

The lawmakers came to the decision when they got wind of the resolve of Buhari not to listen to any of them until the distortions done to the budget were removed with immediate effect.

A senior Federal Government official, who is familiar with the budget, confirmed to my blog newsnews, last night, that 
the Presidency would not have minded if the insertions done by the lawmakers were not significant enough to affect the overall performance of the budget.

“Now if they have reduced their distortion from N500 billion to a manageable N75 billion, it is very likely that the President would gladly assent to the budget,” the official said last night on condition of anonymity.

“This President does not want to sign a budget that will not allow him to deliver on his promises to Nigerians and draw the country backwards instead of moving forward,” the source added.

Asked if the Presidency would still take steps to sanction those who colluded to distort the budget, the source said the Presidency was keener on implementing measures to reflate the budget than imposing sanctions on erring elements for now.

Buhari today

Meanwhile, the  National Assembly may today forward the amended version of the budget to President Buhari for his assent.

It was gathered, last night, that the 10-man committee set up by the Speaker of the House of Representatives, Yakubu Dogara, is still working on the grey areas that caused the delay which made President to withhold his assent.

It was further gathered that the committee might round off its assignment today for onward transmission to the President.

The committee, my blognews reliably gathered, has been meeting at Transcorp Hilton to avoid the prying eyes of journalists from getting details of their corrections on the budget.

A member of the committee, however, confirmed to my blognews last night that “we’re working round the clock to ensure that before midnight today (Monday) all the differences would have been properly ironed out.

“Immediately we achieve this, we’ll transmit it to the executive arm for the President’s assent.”
