Theresa May prepares take over as Brexit PM
Theresa May becomes Britain’s second female prime minister on Wednesday, taking over from David Cameron whose career was ended by the seismic Brexit referendum, with the daunting task of leading the country out of the EU.
Cameron, who has been premier for six years, will say his goodbyes at his last question-and-answer session in parliament before tendering his resignation to Queen Elizabeth II at Buckingham Palace.
The monarch will then call on May, interior minister in the outgoing government, to form a cabinet.
The newly-anointed prime minister is expected to begin announcing her ministerial choices before the day is out, including a Brexit minister in charge of leading negotiations with the EU on a new relationship.
Finance minister George Osborne, who fought hard to remain in the EU, is expected to lose his job, with May sharply criticising his economic legacy earlier this week.
Women are expected to secure several top jobs, with current energy minister Amber Rudd and international development minister Justine Greening tipped for lead roles along with foreign minister Philip Hammond and Brexit campaigner Chris Grayling, who is leader of the House of Commons.
– Johnson among cabinet hopefuls –
Friends of former London mayor Boris Johnson told The Telegraph newspaper he also hoped to play a “significant role”, two weeks after he dramatically withdraw from the race to succeed Cameron at the last minute.
Investors will be watching May’s first days in office closely but with greater optimism after the pound, which fell by up to 15 percent against the dollar and the euro after the Brexit vote, began to rebound.
EU leaders have said they expect May to move quickly to formalise Britain’s divorce from the union.
In a sign of their anxiousness to move ahead, French President Francois Hollande, German Chancellor Angela Merkel and Italy’s Prime Minister Matteo Renzi will hold a summit in August on the Brexit vote, the French presidency said Wednesday.
May has indicated however she will not be rushed into triggering the formal procedure for Brexit.
The steely 59-year-old vicar’s daughter will be Britain’s only second female premier after Margaret Thatcher, with whom she is now inevitably being compared.
She faces a stiff task in bridging Conservative Party divisions and dealing with a potential economic downturn.
Her other mammoth challenges include keeping pro-EU Scotland from bidding for independence in order to stay in the 28-nation bloc, and weaving new trade and diplomatic alliances with the US, India and other powers to prepare for a post-EU future.
– Clouds lift –
May campaigned, albeit quietly, with Cameron for Britain to stay in the EU and she will have to convince eurosceptics within her party and the country at large that she has no intention of backtracking on the June 23 vote.
“Brexit means Brexit — and we’re going to make a success of it,” the politician reputed to be a tough negotiator has said.
After six years in office, Cameron announced he would resign the day after the referendum. He will chiefly be remembered for organising a ballot aimed at stopping his party “banging on about Europe” and then spectacularly failing to clinch it.
He sought to deflect that criticism in an interview with the Daily Telegraph on Wednesday, saying: “As I leave, I hope people will see a stronger country, a thriving economy and more chances to get on in life.
May’s bid for his job accelerated as key proponents of Britain’s EU withdrawal, including Johnson, stepped back or were vanquished in a head-spinning round of political bloodletting.
The vote exposed deep inequalities in British society, which May has vowed to address, and plunged the opposition Labour party in turmoil.
On Wednesday, Owen Smith became the second Labour MP to announce a bid to try to oust embattled party leader Jeremy Corbyn, who is resisting pressure to resign over his lacklustre campaigning for Britain to remain in the EU.
– Leopard-skin heels –
May has been a tough-talking interior minister for the past six years and is something of an unknown quantity internationally, although she has received ringing endorsements from party colleagues and a normally sceptical British tabloid press.
The daughter of a Church of England pastor, May is a cricket fan with a sober, well-mannered demeanour who lists her hobbies as cooking and walking.
She is well liked in and around Maidenhead, the well-to-do commuter town west of London that she has represented in parliament since 1997.
“She will get this country back on its feet,” said 69-year-old Jim Charlesworth, a neighbour of May and her banker husband Philip.
Martin Trepte, editor of the Maidenhead Advertiser, the local newspaper, said: “She’s a mature, grown-up, no-nonsense politician. She knows her stuff.”
She shows a flash of flamboyance with a colourful shoe collection — particularly her leopard-skin heels.

I promise you better days ahead, even as we remain grateful, Buhari tells Nigerians
President Mohammadu has, again, appealed to Nigerians to be patient with his government in the face of the harsh economic realities of the present time, assuring that there were better days ahead.
He also condemned the suicide bombing that occurred on Monday in Madinah, Saudi Arabia.
The President said he was not oblivious of the hardship and hunger in the land and that Nigerians were having a tough period.
Making the observations in a congratulatory message to all Muslims faithful in Nigeria on the celebration of Eid El Fitr to mark the end of Ramadam fast, Buhari, however, appealed to the rich to show some kind and philanthropic gestures to the poor, especially to the victims of terrorism in the society.
The President in the message he personally signed, urged the people to show love and understanding to one another, irrespective of tribe, religion and political leanings.
He said: “I congratulate Muslims in Nigeria and around the world on the successful completion of this month-long spiritual journey of fasting, prayer and almsgiving in obedience to the Divine Command.
“I sincerely pray that the Almighty Allah will reward our sacrifices with increased blessing and a more prosperous future.
“On this happy occasion, it is my strong belief that all true followers of Islam have been rejuvenated on the true meaning and essence of life and through the teachings of Prophet Muhammad (SAW), we have learnt to imbibe the virtues of piety, sacrifice, love, self-denial and good conduct in our daily relationship with one another.
“I am not unaware of what Nigerians are going through and I want to use this medium to commend the amazing sacrifices of Nigerians in the face of the temporary economic and social challenges and also reassure Nigerians that my administration is working assiduously towards providing basic needs and other amenities.

“Like I said during the reception, I want to once again appeal to those of us who have the means, to remember the millions of Nigerians who are suffering deprivation because of violence perpetrated by terrorists.
“I promise you all better days ahead even as we remain grateful for your unflinching support to our administration.”
President Buhari also said that he remained committed to the fight against corruption in Nigeria, emphasizing that every legal option would be employed to conquer the social vice.

Jail looms as Pistorius to be sentenced for murder
Disgraced Paralympian Oscar Pistorius could return to jail on Wednesday, when a judge is set to sentence him for murdering his girlfriend Reeva Steenkamp three years ago.
Pistorius was freed from prison in the South African capital Pretoria last October after serving one year of a five-year term for culpable homicide — the equivalent of manslaughter.
But an appeals court upgraded the conviction to murder, which has a minimum standard sentence of 15 years. Due to his time already spent in jail and mitigating factors such as his disability, he may be given a lesser term.
Pistorius, 29, shot Steenkamp to death in the early hours of Valentine’s Day in 2013, claiming he mistook her for a burglar when he fired four times through the door of his bedroom toilet.
Judge Thokozile Masipa, who heard the original trial, will deliver the sentence three weeks after a court hearing that marked another episode of high drama in the long-running case.
Pistorius, sobbing heavily, hobbled on his stumps across the courtroom to demonstrate his physical vulnerability as his lawyers argued he should not return to jail on account of his anxiety disorder and depression.
“I don’t think he will get the 15 years,” Ulrich Roux, who is unaffiliated with the case but has followed it closely, told AFP.
“His personal circumstances and the disability will be taken into account. One possibility is that part of the sentence may be suspended.”
– ‘Pay for his crime’ –
At the sentencing hearing, prosecutor Gerrie Nel argued that the double-amputee sprinter should be given a lengthy jail term as he failed to show any remorse for the murder.
Nel also criticised Pistorius for filming a television interview, despite claiming to be too unwell to give evidence in court.
In the interview — his first since the killing — Pistorius said that he believed Steenkamp would want him to devote his life to charity rather than return to prison.
“If I was afforded the opportunity of redemption, I would like to help the less fortunate,” he said.
“I would like to believe that if Reeva could look down upon me that she would want me to live that life.”
At a June court hearing, Steenkamp’s father 73-year-old Barry broke down during his testimony as he called for Pistorius to “pay for his crime” of murdering Reeva, a model and law graduate.
Pistorius, who pleaded not guilty at his trial in 2014, has always denied killing Steenkamp in a rage, saying he was trying to protect her.
The sentencing may not be the end of the saga that has gripped South Africa and the world, as Pistorius or the state could launch a final round of appeals.
If jailed on Wednesday, he would likely return to the hospital section of Kgosi Mampuru II Prison in the capital Pretoria, separated from the general population of inmates.
Since his release, Pistorius has lived under restrictions at his uncle’s mansion in Pretoria.
Supreme Court of Appeal judges in December described the sprinter’s testimony at his trial as “untruthful” and delivered a damning indictment of the original verdict.
Pistorius, whose legs were amputated below the knee when he was 11 months old, made history by becoming the first Paralympian to compete against able-bodied athletes at the 2012 London Olympics.

A Federal High Court in Abuja has rejected an ex-parte motion for injunction restraining the Inspector General of Police and the Attorney General of the Federation from going ahead with the prosecution of the Senate President, Bukola Saraki and three others on charges of forgery of the Senate Standing Orders 2011.
The applicant for the injunction, who is a serving senator, Gilbert Nnaji, had urged the court to stop the defendants from acting on the police report issued with respect to the case.
But it was learnt late on Saturday that Justice Gabriel Kolawole rejected the motion last Monday.
The judge ruled, “In terms of the restraining orders, which the plaintiff seeks in the prayer one of his motion ex-parte, I am unable to grant the prayers because the plaintiff has not been able to overcome the issue of his locus standing, which I had raised at the proceedings of 27 July, 2015.
“It is not sufficient, when the Supreme Court’s decision in Senator Abaraham Adesanya v. President of Nigeria & another (1981) 5 SC 112 is applied, for the plaintiff, who has not shown that he is one of the defendants listed in the criminal charge attached as Exhibit B to this motion ex-parte, to be conferred, in the context of the provision of Section 6(6)(b) of the Constitution 999 (as amended) with the cloak of an ‘aggrieved’ person who ought to be granted access to ventilate his grievance and to seek the interim orders in his motion ex-parte.”
The Federal Government had on June 10, 2016 preferred two counts of criminal conspiracy and forgery of the Standing Rules of the Senate used for the leadership election of the presiding officers of the Senate in June last year against Saraki; the Deputy Senate President, Ike Ekweremadu; and two others.
The two other co-accused are a former Clerk to the National Assembly, Salisu Maikasu, and his deputy, Benedict Efeturi.
Justice Kolawole however described as “an abuse of court process” the decision of the AGF to file the forgery charges during the pendency of a suit filed by the plaintiff challenging the competence of the police report.
The judge, while querying the motive of the AGF, Abubaka Malami (SAN), who he noted had participated in the Nnaji case before his appointment as the AGF, wondered why Malami was in a “desperate haste” to proceed with the charge “when he was aware of the pendency of a suit challenging the report on which the charge was based.”
The judge said, having found that the filing of the charge amounted to an abuse of court process, he would have proceeded to dismiss it, but for the charge pending before the High Court of the Federal Capital Territory, with a coordinate jurisdiction with his court.
Nnaji had filed the substantive suit on July 23, 2015 upon learning that the police was about to publish its investigation report on the forgery reported to it through a petition by Senator Suleiman Othman Hunkuyi of the Unity Forum.
On July 27, 2015, the judge refused the plaintiff ex-parte prayer for an order directing parties to maintain status quo pending the determination of the substantive suit, and instead, directed the 1st defendant — IGP — (because a substantive AGF had yet to be appointed) — to show cause as to why such order should not be granted and adjourned to August 4, 2015.
On the next date, the IGP and the Solicitor General of the Federation, Taiwo Abidogun (who represented the AGF), did not show cause as ordered by the court, but filed a notice of objection challenging the jurisdiction of the court to hear the suit.
Hunkuyi, represented by a team of lawyers including Mamman Osuman (SAN), Dele Adesina (SAN) and Abubakar Malami (SAN), applied to be joined as party to the suit. Hunkuyi’s motion was later struck out when his lawyers did not attend court to move it.
While the substantive case by Nnaji and the notices of objection by IGP and AGF were pending, Malami was appointed the substantive AGF, shortly after which Justice Kolawole fixed hearing of the suit and all pending objections for July 6, 2016.
To stop the arraignment of Saraki, Ekweremadu and two others named in the charge, Nnaji went back before Justice Kolawole with the ex-parte motion for restraining orders against the IGP and AGF.
The motion was heard on June 27 by Justice Kolawole, who fixed June 28 for ruling. Saraki and others were also arraigned before the High Court of the FCT on the charge filed by the AGF June 27.
In his ruling on June 28, Justice Kolawole faulted the decision of the AGF to proceed to file a charge based on the police report when the suit challenging the report when the suit challenging the report was still pending.
He held that although, as the AGF, he had the constitutional powers to institute and discontinue criminal proceedings on behalf of the Federal Government, he must exercise such powers in public interest.
Justice Kolawole noted that, although the charge was filed by a lawyer in the Federal Ministry of Justice, the official acted as an agent of the AGF, who was listed as one of the leading senior lawyers that filed an application for joinder on behalf of Hunkuyi, who until his (Malami’s) appointment, was his client.
He, however, refused the applicant’s request to quash the police report on the grounds that the report was not attached to the motion and that it was not placed before the court.
Justice Kolawole also refused to void the charge before the FCT High Court on the grounds that the charge was before another court of equal jurisdiction.
Saraki, Ndume fall apart
Meanwhile, the crisis in the leadership of the Upper Chamber of the National Assembly has taken a turn for the worst as a cold war has started between Saraki and his deputy on one hand, and the Leader of the Senate, Ali Ndume, on the other hand.
Investigations by our correspondent, in the last one week, revealed that trouble started when Saraki allegedly discovered that Ndume was not on the same page with him on the crisis he was having with the Presidency.
A ranking senator, who craved anonymity because of the sensitive nature of the issue, confided in one of our correspondents during the week that Saraki suddenly discovered that Ndume, who was allegedly close to the Presidency, was no longer pleading his case whenever he was in the Villa.
The senator explained that since his emergence as senate leader, Ndume allegedly warned Saraki to be wary of Ekweremadu and other members of the Peoples Democratic Party in the red chamber who might want to pitch him against the presidency.
He was said to have specifically advised Saraki to avoid any form of confrontation with President Muhammadu Buhari, but should rather do everything possible to support his administration, so that the latter would extend a hand of fellowship to him.
The source said, “The trouble between Saraki and Ndume started when some of Saraki’s ‘men’ in the Villa started feeding the Senate President with reports of how Ndume had allegedly joined members of the Senate Unity Forum to work against him and Ekweremadu.
“Don’t forget, Ndume contested for deputy senate president against Ekweremadu in this Eighth Senate. His initial intention was to be senate president before realignment between him and Saraki made him to settle for deputy senate president.
“It was when Saraki discovered that all attempts by him to see President Buhari did not succeed despite Ndume’s assurances that he started listening to other close colleagues, who advised him to adopt a confrontational strategy against the Presidency.”
Attempts to speak with the Senate President on the issue failed as he is currently on Lesser Hajj in Saudi Arabia, while calls put across to his deputy did not also connect.
However, when contacted, the Senate Leader denied knowledge of any face-off between him and the presiding officers of the senate.
Ndume said, “I am not aware of any crack in the Senate leadership. In fact, I am hearing that for the first time.”
But some of Saraki and Ekweremadu’s aides, who spoke with one of our correspondent off the record in separate interviews, confirmed that Ndume was no longer on the same page with the Senate presiding officers.
An aide to Saraki said, “It is true. Ndume is no longer on our side but there is no cause for alarm. We have taken necessary measures. We have been observing him for quite some time now but he has shown to us where he belongs.”
Likewise, an aide to Ekweremadu, who equally spoke on condition of anonymity, acknowledged the crack in the Senate leadership, stressing that Ndume had finally fallen apart with Saraki and his boss.
He said, “The truth of the matter is that the crisis did not start today. It was when the Senate President realised that he was being misled by the senate leader that they fell apart.”
Herdsmen kill ECWA pastor, dismember body
A clergyman of the Evangelical Church of West Africa, Reverend Zakariya, has been killed by attackers suspected to be herdsmen in Nasarawa State.
Three of the killed pastor’s children are said to be in the university.
Zakariya was murdered on Thursday on his farm by yet-to-be-identified assailants in Obi Local Government Area of the state.
According to a Twitter user, @uncanny_sam, who announced the death of the clergyman, Zakariya will be buried on Tuesday.
“My late uncle, Rev. Zakariya was killed Thursday by herdsmen in Obi LGA of Nasarawa State. They attacked him on his farm, cut off his arms and legs; then they chopped his head with machete. I received a call on Thursday evening that my uncle, a pastor with ECWA was killed by Fulani herdsmen.”
The nephew of the murdered pastor in a series of tweets called on the Federal Government and Nasarawa State Governor, Tanko Al-Makura, to find the killers of his uncle.
“All I want is justice to be done. Nasarawa State and the Federal Government must find the killers of my uncle. Whoever is close to Governor Al-Makura of Nasarawa State should please inform him that we demand the perpetrators should be brought to book.
“We have become preys that are hunted by marauding beasts in our land. I will keep shouting till justice is done. For how long will we suffer? He has left a very young family; three of his children are currently in the university. No one is saying anything about the clandestine killings by Fulani herdsmen happening almost every day,” he said.
Late Zakariya’s nephew lamented that relevant security agencies were not doing enough to protect innocent citizens from violent attacks by suspected herdsmen.
“No one is saying anything about it, clandestine killing by Fulani herdsmen happens almost every day. Does a life of a Nigerian mean anything to our government? If yes, then Rev. Zakariya deserves justice. Why are we so insecure in our land? When will we be free from the shackles of insecurity?
“The death of Rev. Zakariya must not be in vain. This barbaric and despicable act must stop. I plead with everyone that has re-tweeted and quoted my tweets to please help me demand for justice for Zakariya; his death must not be in vain. Isn’t life sacrosanct anymore?” he stated.
The nephew stated that herdsmen in the state usually kill people for no reason, adding that killing has become a hobby for herdsmen in the state.
“The biggest question is: who will defend us from these marauding beasts? This carnage must be stopped. Your government (Al-Makura) vows to secure our land but we have never been this insecure. Security is one of your cardinal objectives but the security in our land today is unprecedented,” Zakariya’s nephew said on Twitter.

Ex-Adamawa acting gov, Fintiri, gets N500m bail
A Federal High Court in Abuja on Friday granted bail to a former Acting Governor of Adamawa State, Umaru Fintiri, who was remanded in Kuje Prison on Thursday, in the sum of N500m.
Justice Ahmed Mohammed in his ruling, held that the bail should be guaranteed by two sureties in the sum of N500m each.
This followed Fintiri’s arraignment by the Economic and Financial Crimes Commission on five counts of money laundering involving about N1.9bn alleged proceeds of corruption on Thursday.
The EFCC had on Thursday arraigned Fintiri along with Mayim Constructions and Properties Limited (the second defendant).
Shortly after Fintiri pleaded not guilty to the charges on Thursday the trial judge, Justice Mohammed, heard his bail application but remanded him in Kuje Prison to await the court’s ruling on the bail application on Friday.
Ruling on the bail application on Friday, Justice Ahmed dismissed the objection by the prosecution to the bail application, noting that it failed to show reasonable cause why the defendant should not be granted bail.
The judge rejected the claim of the prosecution counsel, Mr. peters Aso, who had alleged that the accused would likely jump bail.
The judge held that the claim by prosecution did not hold water as the defendant did not jump the administrative bail granted him by the EFCC before his arraignment.
Other conditions attached to the bail included the seizure of his passport by the court pending the period of his trial and so would not be allowed to travel abroad without the permission of the court.
The court also ordered that each of the two sureties to be produced by the defendant
must have proofs of ownership of property in Abuja.
The sureties were also to deposit title deeds of the property with the court alongside two recent passport photographs.
The judge fixed October 6 for commencement of trial.
